Household energy consumption: An econometric analysis of the effect of the energy labelling scheme for small houses the building regulations

The aim of the project is the quantitative evaluation of the effect of Danish Energy Labelling Scheme in 1998-2001 and Building regulations BR77, BR82, BR-S85 and BR98 on natural gas consumption. The project applies micro-econometric methods on household natural gas demand.

Project description

The objective of the project is to quantify the effects of the energy labelling scheme for small houses and the building regulations of 1977, 1982, 1985, and 1998 on the consumption of natural gas for space heating in single family houses. A micro econometric analysis of the demand for natural gas by households is carried out. The analysis is based on a merged register data. AKF's register containing information about 10% of the population is merged with information about consumption of natural gas from the gas company HNG I/S for the period 1998-2003. Moreover, information about energy labelling of individual houses is merged on to the data. This data set will potentially contain information about 12000 households. Also, data from the gas company Naturgas Midt-Nord will be included in the analysis to investigate regional disparities in the effect of the energy labelling scheme. It is crucial that an empirical analysis of the effects of energy labelling scheme and the building regulations is based on data containing information about individual households. This is the only way to take in to account the differences between the characteristics of the individual households and their dwelling. The register data are unique in an international context, and systematic analyses of the effects of energy labelling schemes and building regulations on the consumption of energy have never been carried out previously

Results

Data sources are administrative registers maninted by AKF on household structure, income, education, etc., connected to BBR data on house structure, consumption data from HMN Naturgas's customer register covering the period 1998-2001, and data on contents of energy labels. Data on natural gas is obtained from two different geographic areas in order to analyse eventual regional biases. Empirical analysis is based on houshold level information, which is the most effective way to control for observable characteristics on household and houses. This data conforms a quite unique data set within national and international boundaries. It is the first time that the effect of energy labelling scheme and building regulations is estimated with such extensive micro-data set and advanced evaluation methods. The evaluation of the Danish Energy Labelling Scheme adresses whether labelled single-family houses present significant energy savings with respect to the counter factual situation where labelled housed had not been labelled. The analysis does not show any significant effect the the Danish Energy Label on consumption of natural gas. The micro-econometric analysis of building regulations BR77, BR82, BR-S85 and BR98 compares houses built under different regulations. The aim is to determine whether houses built with more restricted building rules displays a significant lower natural gas consumption. The analysis finds that the restrictions are associated with energy savings. Earlier restrictions had relatively bigger impact, partly had these rules a bigger effect on new houses and partly they had longer time to be effective with respect to total population of single-family houses. The last restriction of tbe building rules, covered by this analysis is from 1998. The change of rules have implied 7 per cent reduction in terms of natural gas consumption to heating purposes at houses built under the new Building rules
