Industrial energy conservation in East and Central Europe
The primary goal of the project is to investigate possibilities and barriers for implementing energy conservation in the East and Central European industries. The focus is on technical, economic as well as social and organisational issues of the implementation.
The starting point of the project is already implemented energy conservation in selected firms in the Lodz region in Poland and the Perm region in Russia. The investigation of such firms will point to driving forces for implementation of energy conservation, including policy instruments. During the last decade, East and Central Europe have experienced enormous revolutions in their political and economic systems. Today, huge differences exist between on the one side new structures and ideas and on the other side the population's understanding of 'the new'. This schism also incluences the industry, e.g. in areas as understanding of responsibility, in-service training, and organisation of the work. In this light is the aim of the project to describe the restrictions in understanding the new and structural changes. Such restrictions are often overlooked when descussing the incontestable big technical and economic possibilities of energy conservation, e.g. the Danish and European Union energy debates
