IEA, ETDE Executive Committee - 2003
In 2003 the Executive Committee (ExCo) adopted a new strategy. The mission is to provide governments, industry and the research community in the member countries with access to the widest range of information on energy science and technology in a cost effective and user friendly manner.
Under the IEA-ETDE (Energy Technology Data Exchange) agreement a common database is produced containing descriptions of journal articles, reports, books, conference papers etc. published in the member countries. The IEA-ETDE Executive Committee supervises and develops the cooperation in order to improve the coverage of the database (ongoing increase of number of member countries which at present is 18) and to use modern information technology for the production and accessibility of the database. The common database ETDE World Energy Base is available at www.etde.org/etdeweb. ETDEWEB is free of charge for Danish users. The tasks of the executive committee also include planning of the common marketing activities. The decisions of the executive committee are binding for the member countries and the Operating Agent (US Department of Energy, Office of Scientific and Technical Information). In 1999 Ms. Birgit Pedersen was elected as vice chair of the committee. In 2003 the executive committee meeting is held in Schwitzerland and the technical working group meeting in the Austria. Danish participation in the ETDE cooperation is essential for two reasons: 1) For Denmark it is important that information about Danish research results is made available internationally. Electronic information systems are one of the instruments for distributing information about Danish energy research and ETDE World Energy Base has the best coverage of citations to energy literature. 2) The ETDE agreement is essential to secure the access of Danish research institutions and Danish industry to international research results through the ETDE World Energy Base. Without the agreement Denmark would not have access to the database
The implementing agreement has been renewed for five years. Unfortunately, the agreement has lost the member countries Japan and Belgium, and it is uncertain whether Italy will continue its membership. Portugal will hopefully become a member in the near future. The ExCo has looked carefully at the costs of maintaining and building the ETDE World Energy Base (ETDEWEB) and has found several savings without jeopardizing the quality of the database. The loss of member countries has, however, made it necessary to increase the basic contribution fee from the year 2004. The ExCo has established a new access policy for non-member access to ETDEWEB. The policy and its guidelines are expected to be approved in 2004. The technical working group (TWG) has continued its work of defining a new registration format using XML. Denmark has co-operated with ETDE's Operating Agent on a new, more automatic way of getting data into ETDEWEB by applying Harvester technology. The system is expected to be operational in 2004. Furthermore the Danish representative has participated in a subgroup to find ways to get EU reports into the database. The work in this subgroup continues in 2004. Denmark also participates in a subgroup that has to develop a new concept for an Operational Plan in relation to the new strategy. Until 2003 ETDEWEB contained data from 1995. In 2003 the database was enlarged to contain data back from 1974
