REFUEL - Renewable fuels for Europe
The project funded COWI’s activities under the EU-subsidised REFUEL project on biofuels in Europe.
The objectives of REFUEL include to design and construct a high biofuels scenario in 2030, to design the required supply chain and market structure, to identify the barriers to implementation, to design effective and efficient policies to make the scenario happen and to predict its cost, benefits, and sustainability in socio-economic terms with a focus on security of supply, GHG emissions and overall economic growth. The work is carried out by a European consortium and comprises: (WP2) Quantification of biomass potentials for biofuels for EU25+. (WP3) Assessment of the potentials for biomass production for biofuels. (WP4) The supply chain and market structure. (WP5) The supply and demand side of the high biofuels supply chain. (WP6) Socio-economic effects. (WP7) Definition of supporting policies/road map. The outcome of the project is a Road Map for a cost effective implementation of ambitious biofuels targets in EU to help EU and its member states to implement biofuels
COWI was responsible for the project’s Work Package 6 involving socio-economic analyses and consultations with stakeholders on the barriers to the implementation of biofuel objectives. The results of the seven Work Packages have been compiled in a road-map report ‘Eyes on the track, mind on the horizon’, which together with COWI’s WP 6 reports: ‘REFUEL: Socio-economic and barrier assessment’ and ‘Barriers and Solutions for EU Biofuels’ (workshop 6 March 2007) can be downloaded from the project website www.refuel.eu
