Based on experience with ESCO projects in a number of local authority areas, NRGi Rådgivning developed and evaluated a phase-divided model for an ESCO partnership aiming to make it easier for the local authorities to realise their great energy savings potential. The model is flexible, and it can therefore be used as framework for a number of different agreement types for public/private partnerships, which are the core of an ESCO process. Furthermore, an ESCO travelling team was established to coach interested local authorities on commercial terms, thus making it easier for the local authorities to complete successful ESCO processes.
