Effective and low disturbing biofuels policies (ELOBIO)
Through contacts to key players in the biofuels market, various means and policies are considered to identify the most apporpriate package solutions. The results will be used by the European Commission and the EU member states to prevent undesirable effects in, for example, the markets for food and animal feed.
The policy driven market introduction of biofuels has significant impact on other markets. The objective of the project is to limit these effects through developing packages of policies and measures with low disturbing impact on e.g. food and feed markets. COWI is responsible for interaction with key stakeholders. Stakeholder consultations will be undertaken during the project, and results from the other work packages in terms of - possible biofuels and energy policies and measures and current experience obtained so far, - modeled effects of select packages of policies and measures on production of biofuels and distorting effects on other commodity markets will be discussed in order to select and assess optimal solutions. COWI will identify criteria for assessing measures and policies, consult stakeholders, present findings, gather stakeholder reactions and proposals and propose revisions of policies and packages of measures through a series of consultations. The results obtained will provide input to EU and national governments in their search for policies and measures for a sound implementation of the ambitious biofuels targets which limits the unintended impacts on food and feed markets and other important markets
